CONSTITUTION

ARTICLE  (1)  Name:

 

The name of this Association shall be the Niagara County Sportsmen’s Association, Inc. of Niagara Palls, New York.

 

ARTICLE  (2)  Objectives of this Association shall be:

 

 (A)   The conservation of all wildlife as defined by the State of New York Conservation Department.

 

(B)   To promote a cooperation and good will between the land-owner and the outdoor loving public.

 

(C)   To promote a better understanding between the hunting and fishing public and this Association.

 

(D)  To secure the enactment of such legislation as is fair and equitable       to the Sportsmen’s' interest.

 

(E)  To educate all members and the general public in the fundamentals of good sportsmanship.

 

(F)        To promote good will between the sportsmen of the State of New York and the Providence of Ontario.

ARTICLE  (3)  Membership:

 

 

(A)      Any male or female of good character over 16 years of age interested in outdoor life and the objects of this Association shall be eligible for membership.

 

(B)       Life Membership; can not be sold and may only be bestowed upon a member who has devoted a long and active interest in this Association.

 

 (C)  Honorary Membership and the duration of said membership shall be held by a vote of the officers and directors of this Association, and then be brought before the general membership for final approval. The list of Honorary members will be posted in a conspicuous place.

 

(D)    This Association shall have the right to expel any member for conduct unbecoming a sportsmen and a member.

 

(E)     Members must agree to be governed by this Constitution and By-Laws

 

(F)   The Caretaker is to be an honorary member of the Sportsmen’s Retreat and is to receive all proceeds from the kitchen he operates. (Change Accepted -June 14 2009)

ARTICLE  (4)   Elective Officer:
 

The Elective shall be President, Vice-President, Secretary, and Treasurer, and twelve (12) Directors.

Term for Officers is one (1) year. 

Term for Directors to be for two (2) years. 

Six Directors shall be elected each year. 

 

ARTICLE  (5)  Duties of Elective officers:

(A)            The President shall preside at all regular or special meetings of the members or Directors and shall supervise all activities of the Club.

 

(B)            The Vice-President shall preside at all regular or special meetings of the members or Directors in the absence of the President, and he shall assist the President in furthering the interest of the club.

 

(C)           The secretary shall keep accurate records of all Members, Officers, Directive Committees, and Committee Chairmen.  He shall keep an accurate record of minutes of all meetings, statistics.  He shall handle all correspondence.

 

(D)           The Treasurer shall acknowledge receipt of all Monies received, putting same in a recognized bank.  He shall issue checks for payment of bills due and all checks must be signed by the President and Treasurer.  An accurate statement must be maintained of the club finances at all times.

ARTICLE  (6)  Committees:

(A)   Officers and Directors will function as an executive committee in determining the polices of this Association.

(B)   Absence of any officer or director for three (3) consecutive meetings without just cause or excuse shall be ample reason for declaring the office vacant.

(C)   Whenever a vacancy exists in the roster of officers or directors, the President may appoint a member to the office for the unexpired term. Such Appointment to be approved by the other Directors and Officers.

(D)            Temporary Committee’s shall be appointed by the President as the needs of the Association require.

(E)   The President shall appoint from the Directors the chairman of each of the following standing committees;

 

(1)   Building

(2)   Finance and Audit

(3)   Social

(4)   Program, Ways and Means

(5)   Grounds

(6)   Ranges and Trap Field

(7)   Ponds

(8)   Recreational

(9)        Publicity

ARTICLE  (7)  Duties of Committees:

 

(A)   The Building Committee shall have complete charge of all buildings at the Sportsmen's Retreat. It shall be their duty to see that these buildings are kept in proper order, clean, painted and repaired at all times.

(B)  The Finance and Audit Committee shall check the accounts of the Treasurer quarterly and shall keep all ammunition belonging to the Club and have it for sale at all shoots.

(C)                The Social Committee shall plan and promote all programs for the general meetings, such as movies, speakers, and lunches. They shall promote picnics, card parties, or any other type of entertainment. This committee shall hold in custody the Club's movie projector and be prepared to run the sane if requested. (Continued)

(D)   The programs and Ways and Means Committee shall plan and make all arrangements for all shoots. It shall be the duty of this committee to work out new and novel games to stimulate the interest in shooting.

(E)    The Grounds Committee shall be in complete charge of the grounds and be charged with keeping the grass, brush, and weeds cut so they are presentable at all times. They are also in charge of planting of trees or shrubs and cover or game food. The roadways are to be kept graded and clear of snow.

(F)    The Range and Trap Field Committee shall see that target frames are kept in good repair and to construct any new frames as required. They are to see that these ranges are kept free of debris and that members observe all safety precautions and do not shoot at glass bottles.

ARTICLE  (7)  Duties of Committees: (Continued)

 

(G)   The Ponds Committee shall have complete charge of the ponds. This shall include control of the fish and fishing therein. They shall take what ever action necessary to keep these ponds free of excess fish and water weed and turtle control. They shall be in charge of any boats assigned to these ponds, and also any devices provided for recreational purpose on the ponds.

 

(H)   The Recreational Committee shall be responsible for the erection and maintenance of all swings, picnic tables, fireplaces, horseshoe pits or any other device for the use and enjoyment of the members.

 

(I)            The Publicity Committee shall plan and arrange for all meetings, picnics or other Club activities, radio and news releases and shall be in charge of all advertising of Club functions.

ARTICLE  (8)  Quorum:

(A)   Twenty (20) members shall constitute a quorum at any regular or special meeting.

(B)   Eight (8) Directors shall constitute a quorum for any Board of Director' meeting.

 

ARTICLE  (9)  Amendments:

 

(A)      Any article in this constitution may be amended, changed or voided or a new article substituted by a two-thirds (2/3) vote of the members present, provided that all members were notified of the change in writing twice and was read at the previous meeting.

 

(B)      Voting shall be done at the general meeting following the (Second) notification of the change to the general membership.

 

ARTICLE  (10)  Rules of Order:

 

     The rules of order contained in the revised edition of all Robert’s Rules of Orders shall govern this Association in all cases where there are no rules in the constitution to cover.
