CLUB RULES
THE NCSA IS A SANCTUARY. KILLING OF GAME IS NOT ALLOWED.
COMMON SENSE
The following rules will be strictly
enforced. However, they are only a
guideline. The use of common sense and
safety is expected of every member and guest.
Any action by a member, or guest, that is not
forbidden by these rules but is deemed unsafe, unethical, or void of common
sense will be dealt with as if it were a violation of these rules. You will be
asked to appear before the Board of Directors to explain your / their actions.
SAFETY
1.
Open Bolt
Indicators are required for ALL benched firearms
2.
Eye and ear
protection MUST be worn on
all ranges, except archery where it is suggested.
3.
All guns in the
clubhouse MUST be open and
empty, with the exception of holstered handguns. Positively no handling of firearms, Loaded or
unloaded, in the ready room.
4.
Any and all types
of firearms and archery MUST only be fired on the specified ranges,
Regardless of the person or type of firearm.
5.
Keep guns pointed
down range at all times.
6.
Clear and check
your gun when done firing.
7.
Keep guns
unloaded, with open bolt indicator on the bench or ground and untouched when
anyone is down range.
8.
Shooting under
the influence of alcohol and/or drugs is strictly FORBIDDEN. Alcoholic beverages are NOT allowed on club property except for scheduled events,
with written Board approval. ALL NCSA Buildings are “NO SMOKING” facilities.
9.
Paper is the only
acceptable target on all ranges with the exception of the designated area of
the plinking range. Glass or metal
targets are NOT allowed on
any range.
10.With the exception of the archery and combat ranges,
there is a minimum distance of 25 yards from the shooter’s position to the
target. Bench shooters always have
preference.
11.Targets on all ranges MUST be placed completely down range.
12.NO ONE is allowed on pond ice at any time.
13.Shooting from the hip is NOT allowed.
14.All NCSA buildings are ‘no smoking’ areas.
15.Mining of lead is not allowed on any Outdoor range.
16.ALL misfired
rounds must be placed in the designated receptacle, NOT IN THE TRASH.
17.Range ‘burn barrels’ are for paper and burnable
material only. No solvents, misfired
rounds or explosives.

ALL
MEMBERS AND GUESTS MUST SIGN THE REGISTER BOOK, NO EXCEPTIONS, UPON ENTRY TO THE PROPERTY.
2.
No outdoor
shooting of any type is allowed before 9:00 AM (10AM Sunday) without prior
permission of the Board of Directors.
3.
When a member
brings a guest, only one person from the group is allowed to shoot at a given
time. Guests are limited to 2 paid visits before they must join the NCSA.
4.
All shooters are
to show range courtesy at all times.
5.
A $20.00
deduction in dues is awarded any member who records 10 hrs of work during the
membership period.
6.
Good housekeeping
must be maintained on all ranges at all times, including the clean up of
targets, brass and trash.
7.
Picnics are
allowed but you must extinguish all fires and clean up the area.
8.
Fishing is
allowed during the fishing season with a valid NYS fishing license. (Large
mouth bass fishing is ‘catch-and-release’). (Guest fee for fishing is $5 per
guest).
9.
NO SWIMMING.
10.New members are on probation for 6 months and NOT
allowed to bring guests.
11. When at the club, ALL members must carry their membership card and show it
willingly upon request.
12. Except at a scheduled shoot, ALL guests must be accompanied by a member. There is a limit
of two (2) guests per member.
13. ALL guests must pay a fee of $3.00 for the use of ranges,
except for a scheduled shoot. Range fee
for groups will be $10.00 per person with a minimum group fee of $100.00. All fees are at the discretion of the Board
of Directors.
14. All ranges and club facilities, including fishing,
are closed during the general membership meeting and work nights.
15. Any officer or director of the club may stop a work
party for a period of 48 hours if he or she is approached by a member of the
club with a legitimate reason for stopping such work.
16. All shooters younger than their 16th
birthday must be supervised by a parent, a member with
written
parental permission, court appointed legal guardian, or certified instructor.
17. There are no range fees for shooters between the ages
12 and 17, but they must be accompanied by an adult member.
18. Any organization bringing in $50.00 or less per month
will report to the board 4 times a year with a financial report. If they bring in $50.00 or more, they will
report monthly. The report will consist
of how much was taken in, how much was paid out, and how much is on hand.
19. Digging of trees and shrubs, or picking flowers is NOT allowed.
20. Pets MUST
be leashed and not allowed to run loose anytime.
21. Pets are NOT allowed in club buildings.
22. The club newsletter is
sent to all members in good standing.
FIREARMS AND AMMUNITION
1.
Firearms on all
ranges are limited to hand held or shoulder fired.
2.
There is a one
inch or less limit to caliber of barrels on all
ranges.
3.
Only the military
and police are allowed to fire ‘full auto’, and only with Board approval.
4.
Explosive charges
which are lit or activated by an electric charge are NOT allowed.
5.
Any device or
modification which allows the simulation of full automatic is NOT allowed.
6.
Armor piercing or
tracer ammunition is NOT
allowed.
7. The use of buckshot is NOT allowed.
OUTDOOR RANGE RULES
PLINKING RANGE
1.
One side of this
range is designated for shooting at cans and plastic jugs. The other side of this range is for PAPER
targets only.
2.
Do NOT use recyclable cans from the
clubhouse as targets.
3.
Do NOT place cans or plastic jugs
on or in front of the target frames.
Place your targets as to NOT
deliver fire into the target frames.
4.
All cans and jugs
MUST be removed on completion
of shooting.
5.
Shooting from
closer than 25 yards is NOT
allowed..
6.
Bench shooters
have priority at all times.
7.
The plinking
range will be closed for the duration of any organized event on the outdoor
pistol range.
1.
This range is
restricted to the use of paper targets only, attached to backer boards and
placed in target frames at 25 or 50 yards.
Anyone caught deliberately shooting at the target frames will be called
before the Board of Directors to explain their actions.
2.
Shooting from
beyond the bench is NOT
allowed without prior approval of the Board of Directors.
3.
The use of high
power rifles and shotguns is NOT
allowed on this range.
4.
The use of .22
cal rim fire rifles or black powder pistols is permitted.
RIFLE RANGE
1.
This range is
restricted to the use of paper targets only and MUST be placed as to NOT
deliver fire onto the target frames.
2.
ALL shooting will be done ONLY from the
covered 300 yd firing line for all distances, 100/200/300 yd.
3.
Motor vehicles
are NOT allowed on the
pedestrian walkway to the rifle range.
4.
ALWAYS raise the red flag when using the rifle range and
lower it when finished.
TRAP AND
1.
The simultaneous
use of the trap and combat ranges poses an obvious safety hazard. Therefore,
the following priority for use must be adhered to.
2.
Only one range is
to be used at a time, meaning, when one is use, the other is closed.
3.
If either range
is in use and a member wishes to use the opposing range, he or she must wait
until those members are finished and have cleared the range. A waiting list should be established giving
priority to those members arriving at the range first. Courtesy should be used as to not tie up
either range for a prolonged period of time.

This range is
closed when the combat range is in use, although a scheduled match takes
precedence over the combat range.
2.
The door on the
trap house is locked except for scheduled events. You may throw targets by hand
and shoot at any time during regular club hours. The automatic thrower will be
run only by the trap chairman or his designee.

This range is

This range is
restricted to the use of paper targets only. Targets are to be placed as to NOT deliver fire into the target
frames.
3.
Shooting from
less than the maximum distance of 25 yards is permitted on this range. Bench shooters do not have preference.
4. The use of rifles and/or pistols chambered
for rifle calibers is NOT
permitted. Use the plinking range.
5. Motorized vehicles are NOT allowed on the blacktopped area.
6. Please use common sense, as to ground
wetness, when driving up to the combat range.
1. Shoot from designated firing line only. Eye protection is recommended.
2. Field points only. The use of broadheads can
only be used on your bale or 3-D.
3. To retrieve arrows, make the line safe: bow at rest, shooters behind the white line.
4. Tower user wears safety harness attached to
lanyard. One shooter at a time
5. Secure platform gates after use.
6. Place targets and trash in burn barrel.
INDOOR RANGE RULES
1.
Except when guns
are ready to fire, guns MUST
be benched, pointed downrange at all times, unloaded with action opened, open
bolt indicator inserted and shooters must stand behind the white line whenever
anyone goes down range.
2.
Shooting from
less than 50 feet is NOT
allowed.
3.
Jacketed,
half-jacketed, copper, gas checks, high velocity or magnum loads are NOT allowed.
4.
Any form of quick
draw or combat type shooting is NOT
allowed on this range.
5.
Black powder
shooting is NOT allowed.
6.
The rear
emergency door will be left closed at all times.
7.
Key card entry is
$20 per year. Replacement
of a lost card will cost the member $10.00.
8.
Guests and non
key-card holders must be accompanied by a card holder who will be responsible
to see that all rules are followed.
9.
A key card is to
be used only by the member to whom it was issued.
10. Range fees for guests are $3.00 for the use of the
club and $1.00 for the use of the indoor range. ($4.00)
11. Paper targets are the only allowable targets on this
range.
12. The range will be policed of brass, targets, refuse,
etc. after completion of firing. The
range must be left in a clean condition.
13. To purchase an indoor range card for the first time,
you must attend a class where the rules are given and explained. They will be held on the 2nd
Sunday of the month after the General Membership Meeting.
